“Hotel and Guesthouse Accommodation Bill”

In view of the difficulty in law enforcement and monitoring of unlicensed guesthouses, the Government has since 2014 begun to study and amend the “Hotel and Guesthouse Accommodation Ordinance”. The amendment was submitted to the Legislative Council for enactment in November 2018. Following the study that has been completed in July 2019, the Bill is now awaiting passage at the LegCo Meeting.

“Travel Industry Bill”

Following the passing of “Travel Industry Bill” in the three-reading procedure of the Legislative Council on 29 November 2018, the Travel Industry Ordinance (Cap. 634) was published in the Gazette on 7 December 2018 and became the 37th ordinance of 2018. In the Subcommittee on the "2019 Travel Industry Ordinance (Effective Date) Notice" held on 25 October 2019, it was mentioned that after the commencement notice on the provisions of establishing the Travel Industry Authority (TIA) in the Travel Industry Ordinance (Cap.634) has come into effect on 2 December 2019, the Government will appoint members of the TIA and prepare for the first meeting of the TIA in early 2020. It is expected that the TIA will need about two years to complete all necessary preparations.
